Formula
The phase-in factor is the whole planning problem. It mirrors the withdrawal of free allocation from EU producers, so the cost rises forty-fold on identical tonnage even if the carbon price never moves.
Worked Example
- Compute embedded emissions. 2,000 tonnes of blast-furnace steel at 1.9 tCO2e per tonne is 3,800 tCO2e. Intensity, not tonnage, is what the mechanism actually prices.
- Apply the carbon price. At the Q2 2026 CBAM certificate price of €75.28 the gross cost is €286,064.00. The price is set quarterly in 2026 and weekly from 2027.
- Apply the phase-in factor. Only 2.5% is payable in 2026 because 97.5% free allocation remains, giving €7,151.60 — just €3.58 per tonne of steel.
- Project the ramp. The same shipment costs €64,364.40 in 2029, €138,741.04 in 2030 and €286,064.00 in 2034. That is a 40× increase with no change in price or volume.
- Check the de minimis and the penalty. Below 50 tCO2e no certificates are needed. Above it, non-compliance costs €100 per tonne and you still have to surrender the certificates afterwards.
Treat the 2026 figure as a rehearsal, not a cost. At €3.58 per tonne of steel the levy is immaterial to most pricing decisions, which is precisely why it is dangerous — supply contracts signed now on 2026 economics will be running into 2029 and 2030 factors of 22.5% and 48.5%. The mechanism is designed so the commercial consequence arrives after the compliance habit has formed.

CBAM is not a tariff but a certificate-based mechanism equalising the carbon cost between EU production under the Emissions Trading System and imports from jurisdictions without comparable pricing. The certificate price is the weighted average of EU ETS auction clearing prices: the European Commission published €75.36 per tCO2e for Q1 2026 on 7 April 2026 and €75.28 for Q2 on 6 July 2026, with quarterly publication in 2026 moving to weekly from 2027. Is the UK CBAM the same?
No. The UK mechanism starts 1 January 2027, is tax-based rather than certificate-based, and is administered by HMRC under different sector coverage and pricing.
How does this differ from a carbon footprint?
A footprint estimates emissions; this prices a statutory levy on them. Set the factor to 100% and enter your local rate to model a domestic carbon tax.
Will the carbon price rise as well as the factor?

Who is liable, the importer or the producer?
