Fuel tax is a per-unit excise, charged per gallon rather than as a percentage. That is why a rise in fuel prices does not raise federal fuel tax revenue by a single cent, and why the real value of the rate falls every year.
Worked Example
- Convert weekly buying into annual gallons. 15 gallons a week is 780 gallons a year, which is the base every per-gallon rate applies to.
- Add the federal layer. 18.4 cents a gallon — 18.3 cents of excise plus a 0.1 cent underground storage tank fee — gives $143.52.
- Add the state layer. California's 61 cent excise plus roughly 10 cents of other fees and sales tax gives $553.80, nearly four times the federal amount.
- Express it against the pump price. 89.4 cents of every gallon is tax. At a $5.495 pump price that is 16.27% of what you hand over.
- Look at the federal rate in real terms. Set in 1993 and never changed, 18.4 cents is worth 8.15 cents in 1993 money at 2.5% inflation — 55.73% of its value gone. Matching 1993 would require 41.6 cents.
Two structural points follow. First, because the tax is per gallon rather than percentage-based, federal highway revenue does not rise when fuel prices rise — only when consumption does.
