A per-unit tax is a fixed cash amount per item, so its burden as a percentage falls as the price rises. An ad valorem tax is a constant percentage by construction. Most US federal excises are per-unit, which is why their real value declines every year.

Worked Example

  1. Compute both designs on the same base. 10,000 units at $12.00 is $120,000 of revenue. A $1.35 per-unit tax raises $13,500.00; an 8% ad valorem tax raises $9,600.00.
  2. Express each as a share of price. The per-unit tax is 11.25% of a $12.00 product. The ad valorem tax is 8.00% — and will be 8.00% of any product.
  3. Find the break-even. The two designs are identical at $16.88 a unit. Below that the per-unit tax is heavier; above it the ad valorem tax is.
  4. Test the extremes. At $4.00 the per-unit tax is 33.75% of price. At $40.00 it is 3.38%. That eightfold swing is the regressivity built into the design.
  5. Project the erosion. At 2.5% inflation the $1.35 rate is worth $1.05 in ten years — 21.88% of its value gone, because per-unit rates are almost never indexed.

This is why the tax design question matters more than the rate. A per-unit excise falls hardest on budget products and quietly shrinks in real terms every year, which is why legislatures periodically have to raise it in visible, unpopular steps. An ad valorem excise tracks inflation automatically and is proportionate across price points.

An excise is a tax on a specific good rather than on income or general consumption. It takes two forms. A specific or per-unit excise charges a fixed amount per physical unit — per gallon, per barrel, per proof gallon, per pack — and is independent of price. An ad valorem excise charges a percentage of value. Most US federal excises are per-unit and are set in nominal terms by statute, so they are not indexed for inflation and lose real value every year until Congress legislates an increase. This engine compares the two designs on an identical base, reports the break-even price at which they coincide, and projects the real value of the per-unit rate under a compound inflation assumption. It models the statutory incidence only: who legally remits the tax. Economic incidence — how the burden is actually split between producer and consumer — depends on the relative elasticity of supply and demand and is not modelled. Excise is generally charged before sales tax, so a sales tax then applies to the excise-inclusive price, compounding the two. The engine implements the standard published formula for this calculation. Inputs are validated for domain and sign before evaluation, and any undefined case returns an em-dash rather than a spurious value.

Computation runs in IEEE-754 double precision at full internal precision; rounding to two decimal places occurs strictly at the display layer, so no cumulative drift enters the result. All monetary outputs use accounting presentation — grouped thousands, two decimals, negatives in parentheses — so figures can be transcribed directly into a model or working paper. Division-by-zero and out-of-domain inputs return an em-dash rather than a misleading number.
