Analyst note. The 0.35% annual fee is the programme's decisive advantage: an equivalent FHA loan charges roughly 0.55% on a larger up-front premium, and conventional PMI at 90% LTV is higher still. The binding constraints are geographic eligibility and household income limits, not cost — check both before modelling seriously.

The annual fee, defaulting to 0.35%, is charged on the financed balance and divided by twelve; in practice servicers recalculate it annually on the declining average balance, which produces a slightly lower figure over time, so this is a marginally conservative estimate. The fee runs for the life of the loan and does not terminate at any loan-to-value threshold.
